Correct. It is indeed an astrolabe of North African origin - thus the arabic markings.
Having placed it in an arabic/islamic context around AD 1000 - 1500 would have sufficed

I'm not too sure if the following is what you're looking for, but here goes:

There's a time limit on the puzzles where you have to gather the nessecary items to complete an 'intelligence test' that was introduced by the insistense of an 'alien-rights' group to make sure that intelligent species wouldn't be used in burgers. Due to one of these Planet Huggers messing with some time travel equipment you're caught in a form of time loop, causing you to retry the puzzles over and over again till you get it right.

3. Correct. I'd add that this repeat-the-day structure allows time-based puzzles where you have to be at a certain place at a certain time a do some thing. In other words, the world around you isn't static, just waiting for you to solve the next puzzle.
