Added some stuff into TAU Space, including an article about the expedition in DVI-Inet. It's an edit so it won't show as yellow.

Removed planetology from the skill list. Figured it's better if the terraforming stuff is something you need all sorts of different people for instead of a group of planetology experts.

Changed the voting rules a bit. Now there's always a 20 vote minimum for changing ownerships, regardless of if the current owner built the machine. I also changed it so that anyone can contest any owner chip, so you can vote a tool away from someone as well if you have sufficient backing.
